Two more people have been arrested related to a robbery at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiracy to commit robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers were robbed of their suitcases after getting out of a parking garage elevator.

A toddler aged three was one of the those hurt in the event. Five people went to hospital for medical care and were later discharged.

Officers arrested a 31-year-old man on suspicion of theft and assault near the scene. He has since been released under investigation as the investigation proceeds.

Police were alerted at about 08:10 GMT following reports of several individuals injured by a noxious substance believed to be an irritant spray.

The assault - which authorities stated was isolated and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the Terminal 3 parking facility briefly.
